Edit the raw prompt files. They must stay valid YAML with their existing key — the save is rejected otherwise. Changes take effect on the next poll (the classifier/generator re-read the files each run; no restart needed).

    - Self-harm with no third-party target (route elsewhere; not this tool).

SEVERITY:
    P0  an ONGOING/active attack or developing mass-casualty event; OR a credible
        IMMINENT threat with a specific target/place; OR any credible
        mass-casualty signal.
    P1  a credible threat against a specific target with imminence unclear/
        conditional; OR a very recent attack with continuing or secondary risk.
    P2  plausible but vague target, or distant/conditional, or ambiguous credibility.
    P3  rhetorical / hypothetical / fiction / OR concluded-historical (no risk).

RULES:
    - This is NEWS: a credible outlet reporting a threat or an attack lends it
      baseline credibility. Judge the THREAT/EVENT, not the outlet's reputation.
    - "ongoing" beats everything: if an attack is actively unfolding, it's P0
      even if details are thin.
    - When torn between two severities, pick the HIGHER.
    - "confidence" is how sure you are you read the text correctly — independent
      of severity. A low-confidence P0/P1 is still P0/P1.
    - A CONCLUDED attack with no continuing risk is relevant=false, status
      "concluded", severity P3.

GUIDANCE:
    - Severity follows the rubric: P0 = ongoing attack OR credible imminent
      threat with a specific target OR mass-casualty signal; P1 = credible
      threat with unclear imminence OR recent attack with continuing risk;
      P2 = vague/conditional/ambiguous; P3 = rhetorical/fiction/concluded.
    - "ongoing" status outranks everything for severity.
    - confidence = how well-supported the ticket is by the article, 0.0-1.0.
    - entities: 2-6, the recurring/important ones. Include the named or
      suspected perpetrator, the target, and the weapon/means when stated.
      Skip one-off mentions. Do NOT include the reporting outlet unless it is
      itself part of the story.
    - If the article is actually concluded-historical with no continuing risk,
      still produce the ticket but set status="concluded", severity="P3".
